Preconstruction Project Engineer

JOB TITLE:  Preconstruction Project Engineer

 

REPORTS TO:  Preconstruction Manager

 

JOB SUMMARY: This position is to assist the Preconstruction Manager in quantity takeoffs, management of bid documents, subcontractor solicitation, and scope review.

 

Key Performance Objectives:

  1. Prepare quantity take offs for project estimates
  2. Review progress drawings for completeness, adherence to TWG standards, and initial concept parameters
  3. Solicit subcontractor and supplier bids for projects, and maintain an up to date bid list
  4. Assist in delineating entire project into defined separate scopes of work for respective subcontractors
  5. Maintains continuity between construction team and development/owners by communicating and documenting any changes to scope, schedule, or budget.
  6. Ability to manage work load and priorities of multiple projects at once

Interpersonal Responsibilities:

  1. Acts as TWG Construction, LLC. liaison to the TWG Development team and 3rd party owners. Acts as the first point of contact for addressing all clarifications of project design issues, changes in scope of work, quality concern.
  2. Assists in holding project team accountable for meeting schedule and performance objectives.
  3. Serves as resource for answering project team, design team, and ownership questions/concerns.
  4. Communicates professionally and effectively with subcontractors through the bid out phase.

 

Operational Responsibilities:

  1. Reads and interprets established scopes of work, plans, specifications, addenda, meeting minutes for complete understanding of project.
  2. Assists in creating conceptual budget estimates; provides the quantity take offs using OnScreen Take Off, clearly identifies all project/drawing assumptions made, obtains budget pricing from subcontractors on unique scope items, visibly shows cost contributions of differing project components to overall project budget(s), and outlines/identifies areas of exposure or potential contingency usage.
  3. Design management; reviews progress drawings and compares to initial assumptions. Assures TWG design standards are implemented into design documents.
  4. Updates budget; identifies scope creep and communicates these items to the owner in a timely fashion through budget updates.
  5. Provides realistic and vetted value engineering, when necessary, to the owner to reduce project costs.
  6. Travels to future jobsites to gather information on existing site conditions
  7. Travels to future job locations to identify and foster relationships with potential subcontractors

 

Organizational Responsibilities:

  1. Collaborate with engineers, architects, and owners to prepare accurate estimates.
  2. Records and evaluates ongoing construction labor and material unit costs for future cost comparison; evaluates products costs effectiveness or profitability.
  3. Attends and participates in all preconstruction meetings, pre-walks, pre-mortem meetings, and sub walkthroughs; including taking minutes for reporting to team.
  4. Builds and maintains a subcontractor base locally and actively networks in a new geographic market.
  5. Updates all preconstruction and estimating documents per the Preconstruction Managers request, or as required.
  6. Organize and track historical costs for use on future projects.
  7. Assists Preconstruction Manager in overall construction budgets, bidding, and scheduling.
  8. Maintains the master bidder’s list contact information; continually pursues new subcontractor leads.
  9. Assists in identifying and prequalifying new subcontractors.
  10. Ensures that fair bid practices are followed/maintained at all times.
